Phil Jackson is President and CEO of Population Health Strategies. Phil brings an expansive portfolio of experience and a deep understanding of healthcare delivery and financing having served in health plan, medical group, and hospital system leadership roles. Phil has been successful throughout his career as a mission inspired servant leader; establishing vision, strategy, a path for implementation and operation with measurable results, all built through accountable and engaged leadership teams. His personal mission is to help to lead meaningful change in the transformation of health care through provider/payer partnerships that improve the health and well-being of our communities by quadruple aim performance improvement.

 

As President and CEO of a regional health plan serving the Exchange population, Phil had responsibility for board, regulatory and governmental relations; strategic planning; all aspects of operations; sales/marketing/communications; finance; information technology and network development. The plan grew  75% during Phil's leadership and improved all operating indicators and employee and member engagement. The plan's innovative benefits and network design garnered strong broker/agent support and growth.

 

As Chief Integration Officer of a regional health system, Phil had primary leadership accountability for strategy and development; clinical programs; clinical integration joint venture; payer contracting; marketing and communications; and was the regional executive for information services. The region experienced 22% growth in revenue during this period by adding a prestigious 260 bed hospital, 150 physician medical foundation, further developed its clinically integrated network of 1100 providers, and licensed and operated a limited Knox Keene for Medicare Advantage  .

 

As Corporate Vice President, Phil was responsible for physician recruitment, physician leadership development, physician strategy, and operational and cultural integration and performance improvement of five state medical group comprised of 3,200 providers and more than 400 clinics. Phil's team recruited over 700 physicians, graduated 150 physicians through the leadership development program, led system-wide Epic implementation, and standardized  operating, financial and clinical performance metrics.

 

As Chief Operating Officer for a large regional medical group, Phil led the organizational integration and operations of over 600 physicians, 5000 employees and 80 clinics. The medical group grew from 250 to 650 physicians through organic growth as well as the acquisition of 20 practices and 200 physicians in multiple specialties. In addition, Phil and his team improved telephone response, appointment availability, brand awareness, patient satisfaction, chronic disease outcomes, days cash and accounts receivable and employee and provider engagement. During this period the medical group was recognized by  a large government purchaser of achieving best in class health outcomes and total cost of care for their employees and family members.

As Health Plan Regional Director of Network Development, Phil managed the strategic and contractual relationship between the health plan and their network of healthcare providers across all lines of business: Commercial, Medicare and Medicaid. In addition to development of risk sharing and quality incentive programs for contracted providers, Phil was responsible for the geographic expansion of the health plan, operations of a PPO network and development of a workers’ compensation managed care network. In addition, Phil has experience in group service, sales, product development.
